Board Member Instructions


Program Overview

High Visibility Billet Boards (HVBB) are conducted at Marine Corps Base Quantico in designated boardrooms equipped with MCEN-N (Marine Corps Enterprise Network – Non-classified) assets. These assets allow board members to securely access DBR 2.0 and conduct board actions.

To ensure boards convene on time, all board members must have an active MCEN-N account prior to arrival. Members from outside commands (e.g., Recruiting, MARSOC, or another service) who are unsure of their account status must complete and submit a SAAR form along with current Cyber Awareness Training certificates to:

NOTE: SAARs submitted to the standard Enterprise Service Desk will not be prioritized and may delay account activation.

Boardroom Locations and Parking

There are six dedicated boardrooms across three locations:

  • Harry Lee Hall (Building 17) – Located on Lejeune Road in base housing. Dedicated parking is available for board members.

  • Building 2008 – Located downhill from Harry Lee Hall, behind Yale Hall and Bruce Mess Hall. Parking is across from the Single Marine Program building with stair access to Building 2008.

    Marsh Center (Building 3280) – Located on the Second Floor (main level) in room 251. Will need to pickup a visitors badge with the front desk duty and they can direct to the room if needed.


Pre-Board Integrity Requirements

All board members must adhere to the following orders:

  • Immediately inform MMEA-3 if you are under investigation for any reason between now and board departure.

  • Do not disclose the reason for your travel or board membership to anyone except your Commanding Officer / Reporting Senior.

  • Do not attempt to research or discuss any potential board candidates in advance.

  • If approached by anyone regarding board participation, immediately notify MMEA-3.

  • Do not forward any communications from MMEA-3; doing so will result in your removal from the board.


Required Actions Before Arrival
  • Reply to the notification email to verify receipt and provide a personal email and cell phone that you will bring to Quantico.

  • Ensure your DTS profile and GTCC (Government Travel Credit Card) are current and active during the board.

  • Submit and receive approval for your DTS Authorization within two weeks of notification.

  • Refrain from disclosing the reason for travel to command DTS or APC personnel.

  • Ensure your SAAR form is current to avoid access delays upon arrival.


Conduct During the Board
  • Only the convening authority (or their written designee) may address board members regarding substantive matters.

  • All board discussions must occur in designated spaces with a recorder present.

  • No board-related discussion in heads, vans, breakrooms, or lodging quarters.

  • At board conclusion, all written materials must be left in provided burn bags, nothing may leave the boardroom.

  • You may only consider official records and written materials issued by the board staff.

  • Do not consider unofficial materials or adverse information not present in the official record.
